About the Role: 

You will be crucial to advancing our long-term system change goals through policy engagement and advocacy. The Associate Director will engage directly with policymakers, administrators, and other stakeholders, either directly or through coalitions, to share data, insights, and priorities related to SNAP, WIC, and Medicaid policies, including technology procurement policy. In addition, the Associate Director will assist the safety net product and service teams, translating policy materials and updates necessary for CfA’s work to make SNAP, WIC, and integrated health and human service benefit delivery more accessible and equitable.

The Associate Director will need deep policy expertise and relationships nationwide.  Strong communication and organization skills will also be essential. This role currently has no direct reports, but may include people management of program staff in the future. This role reports to the Senior Program Director, Safety Net.

Given the centrality of federal and national relationships, this role will ideally be based in the D.C. Metro or surrounding areas so that DC can be easily accessible within the day, though it will be a remote position.

In this position you will:

  • Develop and synthesize legislative and administrative policy recommendations that would make SNAP, WIC, Medicaid design, implementation, and outreach more inclusive and effective, based significantly on CfA’s direct service experience, data, and research, along with research in the field.
  • Help develop and implement advocacy strategies to enact CfA’s policy recommendations, including through (a) outreach to Congress, (b) engagement with White House, USDA-FNS, and CMS, and (c) coalition building with other stakeholders in the social safety net ecosystem
  • Write reports and blog posts about relevant policy issues and more broadly about CfA’s social safety net work with the goal of moving the conversation around breaking down barriers to access and effective delivery and further establishing CFA’s credibility in this space
  • Assist in the policy-relevant analysis of CfA’s social safety net knowledge base of qualitative and quantitative data, along with external data sources and research, to inform relevant policy discussions and support CfA’s social safety net work more broadly
  • Lead and participate in meetings, convenings, and events as needed, including strategic coalition-building activities
  • Represent CfA in meetings and events with policymakers and other key stakeholders related to our social safety net policy priorities and related policy priorities, including policies related to procurement of technology systems that support safety net benefit delivery
  • Collaborate with CfA’s cross-functional safety net product and service teams to help interpret federal and state guidance, legislation, and to ensure that design and copy choices accurately reflect policy developments, while learning about pressing issues from the team that could inform policy recommendations that would remove barriers to enrollment.

About you. You have: 

  • Deep familiarity with public benefits policy, administration, and implementation issues, particularly SNAP, WIC, Medicaid, and integrated eligibility system procurement and modernization
  • At least 5 years of experience in public policy, advocacy, public benefit administration, or other related field. Advanced degree in a relevant field, such as law or policy,  is a plus.
  • Familiarity with public benefits enrollment and retention process in general. Direct experience is a plus.
  • Data and statistical analysis experience in public benefits, poverty, or public health.
  • Experience working on administrative, delivery, and technology issues directly within a government agency is a plus
  • Skilled communicator with strong interpersonal skills and experience building partnerships and coalitions in advancing a common cause, preferably policy or advocacy related.
  • Strong presentation and communication skills. Experience representing organizations in senior-level meetings
  • Excellent writing skills and experience writing in several different formats and for different audiences, preferably in a policy or advocacy context
  • Highly organized with strong project management skills; high attention to detail, successful follow-through, and superb execution. Able to manage project deliverables with minimal supervision.
  • Ability to prioritize in a fast-paced, highly collaborative work environment, staying calm and upbeat through the unexpected, and equipped to work under pressure with tight deadlines at times
  • A strong core commitment to integrity, inclusion, compassion, and equity in the workplace.
  • Politically astute and able to find common ground and build relationships across differences
  • Open and reliable access to internet and phone. Ability to travel by ground transportation within the day to Washington, D.C.

  • Compensation: Code for America’s salary bands are transparent internally as a part of our commitment to diversity, equity, and inclusion. We are happy to extend this transparency during the recruitment process. As a part of our equitable hiring practices, we aim to target the midpoint of the 2nd quartile of the range for all new hires. The targets for this role are dependent on the market/geographic location. The targets for this role range from ($108,503 – 132,825). The target for the Washington-Baltimore-Arlington, DC-MD-VA-WV-PA area is ($126,184).
