A bit more about this role: 

The Special Needs Plan (SNP) Program Director drives program oversight, decision-making, and issue resolution to assure day-to-day operational excellence, compliance, and ongoing scalability of Devoted’s special needs plans (e.g., DSNPs, CSNPs).  

 

This individual diligently monitors program performance against core SNP program key performance indicators, partnering with internal and external constituents to effectively drive operational improvements.  For example, he/she partners with Compliance to ensure organizational understanding of and adherence to state and federal Medicaid and CMS SNP requirements, and he/she partners with Enrollment and Provider Services teams to streamline the provider verification process for CSNP enrollments.

 

The ideal candidate is a proven team player, leader, and individual contributor who can effectively make data-driven decisions, engage a diverse group of leaders cross-functionally, and facilitate operational change.  He/she has a proven track record of success implementing corporate programs and/or projects and must be able to think critically to analyze performance and identify opportunities for improvement.  

 

Responsibilities include:

  • Provide day to day oversight of active SNP program operations to assure optimal cross- functional operational performance, regulatory compliance, and highly desirable member and provider experiences

  • Actively monitor performance against core SNP program KPIs, including but not limited to, Health Risk Assessment (HRA) operations, CSNP enrollment verification process, and SNP Model of Care adherence

  • Review, synthesize, and ensure organizational understanding of and readiness to comply with new SNP requirements (new CMS SNP requirements and/or Medicaid requirements)

  • Design and implement new programs and workflows to (a) meet new programmatic requirements and/or (b) streamline current SNP operations

  • Develop and manage SNP program roadmap to ensure ongoing operational excellence and new program year readiness 

  • Partner with Member Experience to actively monitor and improve end-to-end SNP member experience 

  • Refine and submit annual Models of Care (MOC) for DSNP and CSNP plans; support ongoing oversight of Care Management programs to ensure MOC adherence

  • Facilitate implementation of new Medicaid requirements, as needed (e.g., stand up Consumer Advisory Committee, comply with offshore data processing restrictions) 

  • Leverage past performance results to inform future strategy of product direction and bid design

  • Manage operational budget for SNP programs; assess cost to serve these populations and support Finance/Product teams with ROI analyses of SNP product(s) as applicable

  • Strong operations management discipline with strong analytic, data-oriented mindset

  • Ability to cultivate and maintain positive working relationships with leadership across the organizations and external partners

  • Knowledge of core SNP requirements (and/or strong desire to learn)

  • Superb written and oral communication skills  

  • Comfort operating autonomously and ability to effectively deal with ambiguity

  • Results-oriented with a willingness to take initiative and get the job done

  • High degree of professionalism

 

Desired skills and experience:

  • 7-10 years of relevant business experience

  • Demonstrated progression of leadership, responsibility, knowledge, and experience

  • Health plan and Medicare Advantage experience strongly preferred
